We pay high enough taxes. Trash pick up is a necessary municipal service. City doesn’t pick up trash in condos. Condo Associations have to pay for their own. That seems unfair and frankly discriminatory. Condo owners pay taxes to the City.

People who don’t or can’t pay will either dump their trash or abuse of the city trash barrels. Instead, why not limit households to a certain volume of trash, and pay for the removal of the extra load.

The city out sourced trash pick up with the idea it would save money, Didn’t happen. Now the city is going to create a user tax for trash. Might be better if we dropped off the trash at Halsey st.

But let’s have some city transparency and candor into a key driver: it needs more cash to “feed the beast” and would like to transfer the $1+ Million annual cost to residents.

If we pay for garbage, our taxes should be adjusted so we are not double paying. However, I do not believe our taxes would go down. Instead we would have an additional cost.

Newports tax rate is so low we the citizens have been getting spoiled with all the services we get for our tax rate for years. The city can take the money they waste on garbage pick up and use it in a more resourceful place in the budget. If the point doesn’t like it to bad. Raise the rate to include garbage pick up.

I have always been glad that I don’t live in Middletown and this is one of the reasons. It should stay part of the tax structure. We have a lot of older people living in Newport and it is easier for them under the current plan. We are not Middletown.

The program does not have anything to do with Middletown or other citites, it is a was to gain more taxes. The city has not offered any tax relief for the current cost of picking up trash, which would be essentially zero, if the city then want us to pay on a per bag basis.

Newport could do A LOT MORE in terms of encouraging recycling efforts to reduce waste. First off, ALL the municipal buildings and schools should be at 100% recycling rates and they are not. Second of all, each neighborhood needs better outreach and programs to get folks actively engaged in increasing their recycling rates and reducing garbage.
Newport is a much different situation than Middletown. It’s more of a city where garbage collection has been citywide for a long time. On the other hand, Middletown has its roots as a farming community (now more suburban) and they have a history of no town wide garbage pick-up, you used to burn your trash or take it to the dump yourself. I think the socio-economic mix in Newport does not led itself to pay as you throw programs. It will adversely impact the lower income and fixed income folks.

If we institute pay as you throw, I would like to see a commensurate drop in taxes.

Love the idea; people who generate less trash should not pay for the lazy scofflaws who throw everything away. But the city needs to tell us how the money now going to Waste Mgt from our property taxes is going to be used. I don’t want to have to pay twice, once for bags and again in my property taxes. City also has to be prepared to enforce against the cheapskates who’d rather throw their trash into a commercial bin or in someone’s yard rather than buy the bags.

If this passes, will my city taxes go down?? I think that all the city and its departments do is find ways to spend more $$ and rape the taxpayers. Just like it is unconscionable for the water department to double water and sewer rates in a 2 year period. My income does not go up, so why can’t govt departments work within a restricted budget efficiently.

Trash collection is an essential city service which we pay for via our property taxes. Perhaps there are cheaper and better contractors.

Because we such a hign unfunded liability, that we must make payment on of $1,500,000 for retirees, Newport can’t afford to do things like garbage pickup.

It’s really the only way to get people to increase their recycling. But the city has to commit to there being at least some reduction in tax bills to compensate for the purchase of bags.

Summer party houses, Salve rentals etc will not want to pay for garbage removal and so it will pile up. Also it will encourage people to use the public garbage bins on the street for their household garbage – an alternative not available to Middletown residents

There is nothing wrong with our current system. If recycling is the issue, have larger bins available, the current green bins are too small.

Collection is included in out taxes. After they make that tax adjustment it won’t make much difference on our tax bill.

Newport is considered a city and one of the perks with living in the “city” is having free garbage removal. Middletown is a town and they decided to live in a town which requires them to pay for garbage removal. You should not put Newport residents at a disadvantage because Middletown residents don’t want to pay for their garbage pick up.

Absolutely not. One of the positive aspects of living in Newport is no worry trash removal. Howington and the council keep taking conveniences away and pretty soon we’re down to Middletown’s poor level of civic amenities.

This is a terrible idea. People will quickly figure out a way to get around having to pay — eg, depositing their garbage in street bins or at shopping malls.

I am in favor as long as the charge provides an incentive to recycle and remains affordable. Any savings should correspond to a direct reduction in spending; don’t look to spend the savings elsewhere in the city. There should be an allowance to discard large items without charge.

For me it will not be a savings and will not change what I throw
